Marine economic development: Deep-sea ports “take the throne.”
After the project of dredging Soai Rap channel to open a deep-water port in Nha Be – Ho Chi Minh City, research on digging Quan Chanh Bo canal to bring large ships into the Mekong Delta was implemented in early 2008, in the days near the end of this year, The government has allowed Formosa Plastic Group of Taiwan (China) to research and build Son Duong deep-water port in Ha Tinh province.
Motivation for Ha Tinh
Son Duong deep-water port is located in the waters of Ha Tinh province. The north of the port is Vung Ang bay, the south is Son Duong island, so the new port is called Son Duong port. This is a project invested by Formasa Plastic Group of Taiwan (China) with capital (phase 1) of up to 8 billion USD and phase 2 of 16 billion USD – one of the largest FDI projects in Vietnam. ever. In addition to a deep-water port with nearly 10 wharves, able to receive ships of up to 300,000 tons, this place also has a gas factory and a steel factory that, when established, will be an important driving force in economic development. Ha Tinh and neighboring localities.
The boat was rocking, the wind was strong, the waves were getting bigger and bigger and the rain was getting heavier and heavier. The boat arrived at the stations and we… our heads wanted to explode, our eyes couldn’t open due to shock and we were all seasick and lying “flattened” on the boat floor! What we still knew at that time were the joyful cheers of the Port Coast engineers at the station when they saw a ship carrying supplies arriving. According to Mr. Tran Van Chung, Director of the Project’s Executive Office Formasa Plastic Ha Tinh, to have the necessary parameters for project planning, Port Coast had to build 4 hydrographic measuring stations, 3 wave measuring stations, 1 water level measuring station and 1 wind measuring station in the Son Sea area. Positive. Depending on requirements, stations will have corresponding operating hours. For wave measurement stations, it takes 1 year, for wind measurement, it takes 1 year, and for water level measurement, it only takes 6 months…
These stations must operate continuously, regardless of rain, storm, day or night. It is no coincidence that Port Coast gathers so many young engineers, because only they can stay persistently at sea for such a long time. Port Coast’s presence at Formasa Plastic Group’s project is also a matter of pride. Overcoming many foreign consultants, Port Coast – a domestic consultant, has become the main consultant to develop a deep-sea port construction project for Formasa Plastic – one of the world’s largest corporations.
This proves that the team of young intellectuals, especially in the field of Vietnam’s seaports, is capable of joining hands to carry out the task of developing the marine economy that our Party and State are fiercely implementing. Initial research results of Port Coast show that the sea area for Son Duong port construction with a natural depth of 12m-20m, little sedimentation, is completely qualified to build a large-scale deep-water port.
Saigon port brand and a breath of fresh air
According to the plan approved by the Ho Chi Minh City People’s Committee on the occasion of the opening of the shipping channel on Soai Rap River, at the end of November, the project investor, Tan Thuan Industrial Development Company (IPC) and consultant Port Coast will proceed. dredging Soai Rap channel phase 2. In phase 2, Soai Rap channel will be dredged down to 12m to be able to accommodate ships of 50,000 tons with full load and 70,000 tons of reduced load (taking advantage of the tide) in and out.
Opening a shipping channel on Soai Rap river in parallel with developing a deep-water port in Cai Mep-Thi Vai (Ba Ria-Vung Tau province) is a correct decision of the Government. With more than 300 years of establishment and development, Saigon-HCMC is associated with trading activities, in which the seaport system in Saigon plays a particularly important role. Therefore, continuing to develop deep-water ports in Ho Chi Minh City after moving the Saigon port system out of the inner city is to create a strong breakthrough for Ho Chi Minh City to have the most important conditions for development.
Not only that, with hundreds of years of operation, the Saigon seaport system with the common name “Saigon port” has become a familiar address for many shipping lines around the world and has become a common brand for All commercial activities by sea in Ho Chi Minh City. This tradition will certainly complement and wonderfully support the new seaport system that is just starting to form in Cai Mep-Thi Vai.
Create momentum for the Mekong Delta to develop.
If nothing changes, on November 24, the Ministry of Transport will hold a conference to consult with scientists on solutions for large-tonnage ships entering the Mekong Delta. There are currently 3 different opinions on this issue: dredging and using Dinh An channel; Dredge and use Tran De channel and dig a shortcut channel connecting Quan Chanh Bo channel to the sea. Although there are many different opinions, scientists basically agree with the need to immediately have a large shipping channel into the Mekong Delta, because it is a very important and decisive condition for the development of the economic region. this key economic point.
The request through opening a conference to collect opinions from scientists proves that the Government is very determined in the development of the Mekong Delta in particular and Vietnam’s marine economy in general. In addition to the three ports mentioned above, the Government has also assigned the Ministry of Transport to rework the planning for the development of Vietnam’s seaport system in the direction of a more reasonable division between ports, taking full advantage of each sea region’s advantages in development. economic development of the country. It is expected that by early 2009, this planning will be completed.
